The Social Administration Hisingen is part of the social services in the City of Gothenburg. We are one of four social administrations. We work purposefully to create a better everyday life for the residents of Hisingen.
We offer support in individual and family care, social emergency services, assistance with addiction, and integration issues. We also work with leisure activities and preventive work regarding public health, community planning, local safety work, and integration issues.

JOB DESCRIPTION
The Social Administration Hisingen's operational administrative unit is now looking for an engaged and driven Operations Controller who can take on the role of local purchasing coordinator, LINK, for purchased care. Within the Social Administrations and the Administration for Functional Support, there is one or more local purchasing coordinators, focusing on purchased care and housing.
As an Operations Controller, you are the link between the Social Administration Hisingen and Spink, the City of Gothenburg's combined placement and purchasing function within individual and family care as well as Functional Support. As an Operations Controller with us, you will be offered a challenging and varied job with competent and engaged colleagues! Your task involves developing purchasing competence for purchased care throughout the administration. To support you in this, you will participate in meetings, activities, and training with the central placement and purchasing function as well as with the purchasing and procurement administration. You will drive close collaboration with your colleagues in sister administrations.
In this role, you will have close cooperation with the core operations regarding placements of children, youth, and adults. The work involves providing advice and support to social workers, senior social workers, and unit managers regarding purchased care and housing as well as follow-up/re-negotiation of placement agreements. The support involves being responsible for direct procurements, writing placement agreements, and participating in negotiations for new and/or ongoing purchased services. The role includes ensuring that direct procurements are made when needed and according to the Public Procurement Act (LOU). Some economic analysis and follow-up will occur.
Support is also provided for purchases within framework agreements by staying updated on current framework agreements and informing the operations about the terms of the framework agreements. Being advisory requires the ability to motivate and contribute to ensuring that the purchased care is cost-effective and quality-assured. As LINK, you will have contact with suppliers before a placement and in case of deviations from ongoing placement agreements.
An important part of the assignment is to continuously inform and educate the operations about the administration's contract and invoicing processes as well as the City of Gothenburg's processes regarding purchased care and housing. Part of this is to develop strategies and routines for the operations and to produce information and training materials. Informing about and contributing to reducing welfare fraud is another important part.
QUALIFICATIONS
We are looking for someone with a social work degree or other education that the employer deems equivalent. Education, experience, or knowledge in public procurement is an advantage.
The assignment requires previous experience from work within social services. We also believe that you have an interest and experience in both contract formulation and contract interpretation. We prefer that you have good knowledge of the Microsoft Office package and Treserva.
We are looking for someone who wants to influence and make a difference in the area of purchased care and housing. As the position is varied, it is an advantage if you are flexible with a structured working method.
As LINK, you must be meticulous, driven, analytical, and proactive, and not least have very good collaboration skills. You should also be able to work independently.
